Naval Logistics Support

The Naval Logistics Support Partnership (NLSP) was established in 2010 (replacing the former Port Services Support Conference). Its main mission is to provide supplies and services to NATO and PfP vessels, principally in foreign ports – including fuel (F-76), tugs, pilots, trash and sewage removal, food, water, etc.

At the nations' request, NAMSA is continuing to expand its services to cover a growing range of activities, such as provision of critical spare parts, freight forwarding to foreign ports and emergency maintenance and repair of naval equipment and systems (including dry-docking and underwater repairs).

The NLSP is actively supporting NATO and European Union vessels engaged in anti-piracy operations off the Horn of Africa.

Coverage is provided for major ports in the following areas:

Baltic Sea: Estonia, Finland, Latvia, Lithuania, Poland, Russia and Sweden.

North Sea: Belgium, Denmark, Germany, the Netherlands, Norway and United Kingdom.

Mediterranean: Albania, Algeria, Bosnia and Herzegovina, Croatia, Egypt (including Suez Canal), France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Morocco, Spain, Tunisia and Turkey.

Black Sea: Bulgaria, Georgia, Romania, Turkey and Ukraine.

Persian Gulf: Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates.

North Atlantic (East and West coasts): Canada, France, Ireland, Portugal, Spain and the United States.

Caribbean Sea: Dominican Republic, Haiti, Jamaica and Puerto Rico.

South America: Argentina, Brazil, Chile, Ecuador, Peru, Uruguay.

East African coast: Djibouti, Kenya, Seychelles, Somalia and Tanzania.

West African coast: Angola, Benin, Cameroon, Cape Verde, Cote d'Ivoire, Democratic Republic of the Congo, Equatorial Guinea, Gabon, Gambia, Liberia, Nigeria, Republic of the Congo, Senegal and Togo.

South Asia: Diego Garcia, India, Pakistan, Malaysia, Singapore and Thailand.

Australia

An investigation into potential world-wide coverage for contingency fleet support is ongoing.

NAMSA has assured access contracts with main ship agents who provide the services. These contracts are established through competition to ensure cost-effectiveness.

To become an NLSP member, nations may declare their interest to NAMSA and attend NLSP meetings. Non-member nations are authorized to make a trial use of the services, submitting 12 requirements in a calendar year at reduced administrative costs, in order to assess the benefits of the project. They may subsequently opt to join the NLSP.

NAMSA does not stock weapon systems or ammunition in any of its facilities.
